Item C-5.30 in the 2009 Budget Bill directed DGS to review the alternative financing options presented in the PPEA proposals. The DGS Director will submit a report to the Chairmen of the House Appropriations and Senate Finance Committees by October 1, 2009.
Item C-5.30 of the 2009 Budget Bill 
House Bill 5001 and Senate Bill 5001 of the 2008 General Assembly Special Session I directed the Department of General Services to solicit PPEA proposals for the renovation of the 9th Street Office Building and for the replacement of the 8th Street Office Building. The findings were reported to the 2009 General Assembly.
HB 5001 and SB 5001: “That the Department of General Services is hereby directed to solicit for proposals under the Public Private Education Facilities and Infrastructure Act of 2002 (§ 56575.1 et seq.) of Title 56 of the Code of Virginia, or under other authority available to the Department after consultation with the Public Private Partnership Advisory Commission established pursuant to Chapter 42 (§ 30278 et seq.) of Title 30 of the Code of Virginia, for the development of an office facility to replace the 8th Street Office Building and renovate the 9th Street Office Building. In soliciting such proposals, the Department shall specify the Commonwealth’s anticipated requirements for leased space in the facility, and shall seek to maximize opportunities to leverage private sector financial participation and risk sharing in the project, including, but not limited to, use and sale of historic rehabilitation tax credits, commercial components, and other revenue generating activities that would reduce the state’s cost to lease or own all or a portion of such facility. The Department shall solicit such proposals no later than September 1, 2008, and shall have completed sufficient review of such proposals to report on its findings and recommendations to the 2009 General Assembly”.
Presentations to the 2009 General Assembly
In 2006 the General Assembly directed DGS to develop working drawings and plans for the renovation of the 9th Street Office Building and for the replacement of the 8th Street Office Building. This is reflected in Item C-7.10 in the 2006 Budget Bill

Representatives from the City and the historic preservation and business communities have regularly met with the Department of General Services and the design team in order to develop a preliminary design. The design team, selected in September 2006, is comprised of Commonwealth Architects located in Richmond, Virginia and Perkins+Will located in Washington DC. Providing input and design ideas for consideration by the design team and the Department of General Services are representatives from the APVA Preservation Virginia, Historic Richmond Foundation, ACORN, Renaissance Partners, Capitol Square Preservation Council, Department of Historic Resources, and the City of Richmond.
