Building Management Services
BFM is a customer-focused organization whose primary function is to provide a high quality work environment for employees working at the Capitol Complex. We set out to accomplish this service by:
- Assigning space to meet agency needs
- Providing maintenance, operations, and repair services for facilities
- Providing consultation and direction for space alterations and renovations
- Inspecting work done for code compliance
Space assignment in BFM managed facilities will be prioritized using the following guidelines:
- Newly created agencies or activities mandated by legislation
- Agencies that must vacate leased space
- Agencies housed in the same facility where space is available, based on greatest need
- Agencies having the least area per person housed in other BFM managed facilities
Contact with BFM for services and space modifications must follow certain guidelines:
- Each agency must appoint a primary and secondary authorized contact for service requests. Contact name, telephone number, after-hours telephone/pager number, email address and agency mailing address must be provided to BFM, in writing. Any changes must be provided as soon as possible in the same manner.

All telephone calls should identify the contact person at the service location, the location (building, floor, room, and area) and the type of service needed.
Use of the BFM website, 1stService, allows you to enter requests for maintenance services through the internet. We do ask you to establish a contact profile the first time you use this feature so that we might communicate with you via email regarding your service request(s) and its status.
- Any physical changes to assigned space require prior review and approval from BFM. Changes include modification, alteration, renovation, or configuration changes. The request for change must be sent to BFM and include:
- Description of work being proposed
- Estimated cost, if available
- Reason for the change
- Source of funds
- Requested completion date
Agencies are not authorized to contract for this type of work. BFM will determine the appropriate level of design and inspection required, and decide how to accomplish the work. BFM may authorize agencies to contract for the work after review of the request. The requesting agency will be notified, in writing, of the method of completing the project, the estimated cost, and the BFM single point of contact assigned for the duration of the project.
