About Division of Engineering and Buildings

The Division of Engineering and Buildings (DEB) oversees the Commonwealth of Virginia's construction and capital outlay projects and maintains buildings and grounds at the Seat of Government.

DEB Director’s Office:

The Director’s Office provides guidance and administrative support to the Division and five related entities. The Office also reviews, coordinates, and approves requests for use of Capitol Square grounds.

Bureau of Capital Outlay Management (BCOM):

BCOM enforces the Virginia Uniform Statewide Building Code to ensure adherence to life safety requirements. Develops state policies and procedures on the procurement of professional and construction services by state agencies and institutions. Provides building code, cost and procurement reviews of state agency construction and capital outlay projects. Publishes the Commonwealth of Virginia Construction and Professional Services Manual (CPSM).

Bureau of Facilities Management (BFM):

BFM is a customer-focused organization that provides maintenance, operation, repair, and technical services for the roughly 75 state and legislative agencies located within the Capitol Square complex.
