While not eligible to purchase state surplus property, qualified social service organizations may buy federal surplus property.

These groups must be nonprofit and tax-exempt; operate a shelter housing at least 10 persons, provide services for the homeless at no charge, or provide food services for the homeless at no charge; and must have signed the GSA Assurance of Compliance form.
